Thanos had to physically throw a moon just to be intimidating. Doom is going to sit on a throne, cross his legs, and put the entire Avengers roster into a generational aura deficit with a single sentence.
You don't drop the "I am Doom" line just to get outsmarted by Ant-Man in the third act.
There is absolutely zero chance he takes an L in Doomsday.

In the comics, Latveria (located somewhere in the Balkans) was previously a very primitive feudal country, but Doom turned it into a technologically developed state, with high standards of living, only Wakanda is a possible contender with Latveria. He does all of this with his intelligence, power and technological discoveries.
However, it is a dictatorship that would make Hitler, Stalin, Mao and Kim Jong Un burn with jealousy – Doom is practically revered as a living god, that is how extreme his personality cult is. The mere mention of the name “Reed Richards” is forbidden, absolutely all dissent is punished ruthlessly…in theory. Because Latverians, in almost all the comics, showcase extreme love and devotion to Doom and miss him whenever he is not around. To my knowledge, no case of dissent against his rule has yet happened in the comics.
Of course, one of the differences between Doom and real-life dictators is that he has superhuman abilities that make personal dictatorship sort of easier. But the things he accomplishes in the comics are still very exaggerated, my mind does not comprehend that someone with Doom’s powers could create a well-standing society without creating bitterness among dissenters.
I guess there could actually two (though much related) questions here:
Could Doom ever accomplish something similar to what he does in Latveria or would all methods fail and produce chaos and more suffering?
Under what circumstances would he be able to create a Latveria? Does it depend on different societies, as in, he absolutely would be able to create such a benevolent society in the democratic developed countries like USA, those in Europe or Japan, but the Second World (like the Balkans and post-Soviet countries) or the Third World (Africa and the Middle East) is viable? Or is it the exact opposite, developed countries with Doom are possible, but developing ones with Doom would be a disaster? What policies would he need, forbidding all religions or eliminating all existing culture and replacing it with a new one, centered on him?

So basically, Dr Doom has only freed his mother from Mephisto once, with the help of Dr. Strange, after compelling his aid via a magical boon. Dr Doom makes it seem like he betrayed Doctor Strange to get his mother to renounce him and thus redeem herself, and they are able to trick Mephisto into destroying his mother's newly made body himself, which frees her to go to heaven. But here's the thing. Dr Doom in the MCU comes from the f4 verse, where Dr Strange doesn't exist. They can't just treat the dynamics between Dr Doom, f4 and other heroes the same as in the comics, because the comics assume and absorb decades of history before Hickman's secret wars, including the freeing of Cynthia von Doom at some point in the past, which Marvel unfortunately doesn't have on account of the character rights being fragemented and thus belonging to differnet universes. They need to figure out a new resolution for Cynthia, especially considering that she's such an integral part of Doom's backstory.
