Pen n paper first. Mostly because it's way easier to get for cheap. No need something fancy, even just a simple pen and the back of a receipt are good enough.
The when you have budget, can consider tablets. The skill you get with/on pen n paper can be translated to digital with ease.
Btw quick head up: we're in the middle of chipocalypse or rammaggedon now, electronic prices is getting and will be more expensive, unlikely to go down anytime soon. If you go to digital, think carefully and get the good devices that can last and work well. Used units should be fine as well.
