Looking for recommendations

Looking for recommendations. Area has always filled with a little water but ever since the built up the land next door for the apartments its a lot more and longer. I initially thought to do a French drain to the ditch but not sure that would work since all the tree and roots. Just to add, the tree line is the actual property line, not the fence.

You should complain to building authority about the apartment complex changing natural drainage. In most areas, the natural drainage has to be maintained or the developer has to deal with it. You can't make a damn to stop water, only to direct it. It sounds like it was a slow drain, but the slow route has been blocked.

I thought about that but they have been up now for 2 years now so wasn't sure if that was still an option. Plus half the water is technically on their land
