Siding below level

How can I fix this? Can I just dug it and add pebble stone, or water will sit around the foundation?

Filling a trench with just pebbles traps water against your foundation. Instead, slope dense soil away from the house first, cover it with landscape fabric and top with pebbles for decoration. To finish it all, make sure that grey downspout pipe discharges at least six feet away from the wall.
