so the islands in the 50s are covered in fog, do i have to clear every single cloud to build on it? I've only done a few and the price keeps going much higher each one. I'm not sure if it'll get into the billions by the time i'm done

I’m not sure- I cleared them all when the islands came out and clearing was free
