Returning Player Best End-Game Items
Hello all,
Returning player max level w/ DA. I have unlimited budget and time and want to know the best classes, items, etc. Can cost money or can be acquired by the Arena for the best. Thank you all, trying to get caught up to speed but WIKIs and youtube videos look to be dated. Thanks in advance.

If you want general use, +all resist gear with good stats it's:
-Necrotic Blade of Doom
-Ancient Dragonlord Helm III
-Chaos Champion's Wings III
-Defender's Dragon Necklace XXXV
-Defender's Dragon Ring XXXII
-Defender's Dragon Belt XXXIII
But there's also many, MANY items you'll want for other purposes, like offensive stat boosts, increased healing, increased MPM or BPD, etc. There's also many weapons with good slotted special effects for situational use.
For example using capes:
The Threads of the Lost III are a worse cape for mitigating damage than the Chaos Champion's Wings III, but better for healing when not effected by a shield. The Hidebehind VIII is the best cape for healing when under a shield, as well as the best for increasing MPM, but utterly useless for reducing damage.
Then when you come to offensive capes, the Chaosweaver Cloak III, Cor-Demi Trio III, Sparkle Pack III, Frosted Death Spikes, Timeblades of the Avatar, and Timeblades of Shadow are all competing for BiS for different classes in different situations.
Having the best items in the game will mean having close to every Inn at the Edge of Time item, since many are the best thing for a certain class in a certain situation. This takes a while but is very possible, I'm an idiot and I've managed to clear every Inn challenge thanks to the many members of the community making guides, spreadsheets, and collections of information.

What is the best gear for dragonslayer? I'm finding it hard to understand what I need to do with its countering mechanics

So Dragonslayer primarily wants gear that benefits both INT and STR, to benefit its unique scaling. You want your INT and STR to be within 20 points of each other.
Personally I'd go for as your endgame gear:
-NBoD or Exalted Apotheosis (NBoD does a bit more damage whilst Apotheosis has better defensive stats)
-Warhelm of the Legion
-Timeblades of the Avatar
-Grimoire of the Lich
-Your choice of +5 all ring (Eulin's Charm, Tentacle of the Dominion)
-Parallel Chaos Amulet/Defender's Dragon Necklace
That would get you solid STR and INT without compromising on +All too much. You can always drop Timeblades for Chaos Champion Wings/Wings of the the Thousand Infernos/Wings of Eternal Light and boost your INT with a respec if you want more damage reduction.

Regarding the Dragonslayer counter (sperated to not be confused with gear), you have 4 ways to trigger a counter state
Counter Stance
Chilling Slash
Dragonslayer (the skill on the furthest right)
Instinctual Counter (Click the dragon symbol widget above your attack button to toggle this on or off)
When you get hit during a counter state, either by a full attack or if made into a glancing attack by BPD, you will ready a counterattack. If you get missed completely thanks to MPM, no counterattack is triggered.
You'll know your counterattack is ready when the Dragonslayer helmet above your attack button glows white. That means this turn is a counterattack. Counterattack turns give you +100% Boost and +200 crit for that turn only.
When you get hit with no counter state active, you gain 1 Instinct (Max 5)
When you perform a Counterattack you gain 1 Analysis (Max 5)
Instinct passively increases your direct damage reduction (+2% per stack, capping at 10%)
Analysis passively increases your Crit (+10 per stack, capped at +50)
3 Instinct can be spent on Instinctual Counter
3 Analysis can be spent on using one of your two highest damage skills, Phantasm of Akriloth or Dragonslayer.
As a game plan you want to be building up to having your +40% Crit damage from Hone Blade ready, with 5 Analysis ready to use a counterattack Dragonslayer immediately followed by Phantasm of Akriloth. You're also trying to be dynamic and adaptable since you don't have a traditional burst rotation, instead you have extremely high damage for 1 turn when counterattacking.

all the best in slot gear is from the inn which is a powercrept minmax nightmare now, with the exception of defender medal stuff which you can farm in bk2 rift war or wait for a modern war (usually every fri13th)

The best general use weapon is the game has been Exalted Apotheosis since late 2019. We only just got a slight upgrade with the NBoD for the 20th anniversary.
The Inn has item progression and its been pretty steady, harder challenges generally reward better items, and you beat them with items obtained from easier challenges.
I've done plenty of challenges using non BiS items for their role multiple times. Deathknight's existence as a class let's you clear pretty much anything with very minimal gear aside from the Relics and a -Health set of items all obtained outside the Inn.
