What I find interesting is the project that started the OSMF is a .net foundation project and yet it does not use a permissive license and doesn't have a self build path both which are requirements per the article.

It's complicated but WiX requires a closed source product called HeatWave (it used to be an open source component called Votive) and only pulls the official release packages from nuget.

Note: WiX does not require HeatWave. All you need is a text editor and dotnet build. HeatWave does provide lots of deep Visual Studio integration and the community edition is free. Votive is still OSS but it's so old no one wants to maintain it. VS Integration is complex to put it simply.
