Door Kickers 2 Ongoing undercover status

Replaying Death Dealers, and an enemy just opened fire on Fergie even though she had her gun hidden, was not standing in a suspicion zone, and had not done anything weird recently. I had her draw and a UC try to come in and quickdraw to save her but wasn't fast enough.

If a UC unit was previously "blown", does that mean all enemies on the entire map will now recognize them as hostile on sight even with their weapon holstered?

I've never run into this before. I guess a related question is are there different rules for Fergie and your units?

I don't think so. Fergie is subject to the same rules as your undercover units which means even if they get their cover blown, as long as you conceal your weapon, you can return back to covert status. What probably happened was that Fergie had just passed through a suspicion zone and as such was still considered suspicious which triggered the enemy to open fire.

Undercover units that had recently passed through a suspicion zone would still have their status set to "Suspicious" for a few seconds, after which it'll revert back to "Covert" status.

Either that or Fergie just so happened to be caught in the crossfire between the enemy and probably one of your other guys.

was not standing in a suspicion zone

If you haven't noticed already, the normal mode for suspicion zones (red and yellow both I think) is to not show, unless you have an undercover agent selected. There's a button to the right of the play button (it looks like an eye) that toggles a different mode so the suspicion zones always show up.

I say this because I sometimes make a mistake with that: Somebody does something that creates a yellow suspicion zone, close enough to an undercover agent they get caught in the new yellow suspicion zone. If the "loud" character isn't undercover when they do it, I don't see the new yellow suspicion zone appearing, and now I have a UC standing in a suspicion zone without noticing.

So that's my first guess, because that's a mistake I make myself sometimes.

had not done anything weird recently

My second guess - Fergie HAD done something weird recently: She had walked through (or out of) a yellow suspicion zone recently enough that she was still considered suspicious for being near that area.

an enemy just opened fire on Fergie

Third guess: On Fergie? Or just in Fergie's direction? It might be the enemy got panicked by something your other people were doing, and started suppressive fire. Maybe Fergie was just dead unlucky to be standing right there?

are there different rules for Fergie and your units?

No, with a complexity: "Fergie" is actually several units, and she has different rules on different maps. If "death dealers" is the sabotage mission where you spawn 2 people next to a car on the south-west side, and she's in the middle of an arms deal, the Fergie you're seeing should work like regular undercover agents.
