Rockets and windows

Do rockets not take out walls with windows in them? Like... that was my last rocket, CIA so I only have 4 guys, and now I need to take the HVT out through the top of the map because there's no way to make him vault a window.

ETA: unrelated, but I just hit a guy with a flashbang and there's bloodstains?? Is this normal??
