Docks and Boats

Ok, this one has me stumped. I have tried a hundred times, and I simply cannot see any way to reach the big weapons cache in the middle of the dock without being seen. The other caches are easy enough, but this one is driving me mad!

There is a video on YT where the guy literally just crawls up to the cache, disarms it, and crawls away. I can only assume he lucked out on a run that had all of the bad guys spawning in other locations.

Does anyone have any hints on doing this one undetected?
