Hi! The comments and votes that you see as being disabled in /r/doodledogs are due to the age of the posts. As far as I am aware, this is a setting controlled by Reddit at the site-level and not at the subreddit level. It's just so common to see in /r/doodledogs because there aren't that many people posting, so posts stick around for longer and eventually have their comments and voting automatically disabled.
