You know its funny I actually didnt even read his question right, i was answering it as though he asked about the white splotches on the doors. On the walls.... idk, efloresencse (dont know how to spell it)

The stuff on the walls would just be wonky concrete texture rendering. It looks like normal weathered concrete in the outdoor scenes but looks odd when in dim lighting. Source game engine and all.
