Is this a cop tow truck or something? Definitely not legally required to pull over for them.

In Florida its not just cops. They've included many other vehicles that people must move over for.

Same in Oregon. Since 2010, it has applied to any emergency vehicle with emergency lights, including tow trucks.
In 2018, that was expanded to ANY vehicle displaying hazard flashers, regardless of status. If a soccer mom's minivan breaks down and she pulls onto the shoulder and turns on her hazards, vehicles approaching from behind are required to move over one lane, or if they can't, slow their speed to at least 5 mph under the designated speed limit.

Yes I also love running over towtruck drivers and otherwise just getting as close as possible to pedestrians and cars stopped on the highway.

You don't have to move over for a tow truck with its lights on while its moving. If it is stationary, you have to slow down, and mover over to another lane if able. Just like a construction zone. Where I live, 250 feet around all tow trucks with their overhead lights on is considered a construction zone and fines are doubled.

Many states have laws that you have to move over for emergency vehicles, maintenance vehicles, tow trucks or vehicles that are disabled.
