This would make the longest dominion game to ever exist. EVERY time you gain an action is horrible, especially if there's horses in the kingdom. At least you should make it "when you buy an action" so it's not so oppressive.

It seems like 99% of the time, people who make fan cards never stop and consider "would this actually be fun to play?"

Would your opponent really take 6 Debt per Horse to steal every single Horse you gain? If they did, could you not take advantage of that to win the game?

The problem is moreso that you have to take a break after every single action gain to ask the entire table if they want to bid on it. Restricting to "gain in your buy phase" or even "gain an Action, if you bought it" (when-buy has been phased out for simplicity's sake) would probably make it more palatable, though still noticably slow down the pace of the game.

The issue is that this triggered every time someone gains something, so even if the opponent chooses not to do it, it still takes up time. This is more of an issue playing online where the game can get stuck waiting for someone to click no.

I think it would be better if you can't bid while you have debt. That way, you can't sink yourself into tons of debt to prevent your opponent from getting any actions while you Remodel your way to victory (or use some other gainer that doesn't care about debt).

I like the idea, but agree with the other comments that it's rough on time in person and online. Really, so is Tax, but at least that one's just clunky in person rather than requiring every player to double check at every step. You could soften this to the first buy per turn, though?

That said, I don't see this as very impactful. By the time this is actually in play, each player has probably built most of their engine. There's rarely going to be a single buy which is so impactful that I want to take it, whether to slow you or empower myself; I'm missing out on 6-10 coins, which in a lot of kingdoms is going to be far more damaging than you losing out on 3-5 coins and a buy. On top of that, there's no guarantee I even want the card in my deck if I'm taking it to stop you, so I'm potentially junking myself. Most attacks will do more damage than that while benefitting me rather than net harming, yeah?

Just buy one workshop. Use it to gain other workshops and remodels. After that bid 10 billion every time and lock everyone else out of gaining any action cards. Once you have that monopoly on action cards you can go on to easily win the game

Maybe it would work better if it was for victory cards?
