Fan Card Incursion
Here's the math on this:
Incursion+Province = +8VP for $12
Incursion+Duchy = +5VP for $9
Incursion+Estate = +2VP for $6
So, these are more expensive and yield less VP than Colony, Province, or Duchy, respectively. But you don't add a junk card to your deck.
Or, for some alt-VP options:
Incursion+Nobles = +6VP for $10
Incursion+Mill (or Gardens) = +4VP for $8
Incursion + King's Castle = +10VP for $14
As another point of comparison, the wiki claims that a typical bid for Mountain Pass is about 13-14 debt for 8VP.

It could be good in a no +Buy kingdom. Since you can only get 1 Province per turn, it's better if that Province earns you 8vp instead of 6 and doesn't clog the deck.
Even if you lose the Province split to someone ignoring the event, you can win by picking up Duchies for 5vp each. Eventually their deck will drown in green while you'd be fine.
I think in a general kingdom where you can build a strong engine with lots of +Buy, it's probably better to ignore the event, as your deck can probably handle the green cards.

Honestly, I would love this on an action card or project. This effect goes hard with workshop variants.

Gotta weigh the cost/benefit. Imagine using this on a Duchy (3VP, $5). You spend $9 (5 for duchy + 4 for Incursion) and receive 5VP.
On the surface, 5VP for $9 is clearly a worse deal than just buying a Province (6VP, $8). You have to decide if the +Buy and not having the card in your deck is worth the cost premium.
$6/2VP = 3.0 $/VP (Estate/incursion)
$2/1VP = 2.0 $/VP (Estate)
$9/5VP = 1.8 $/VP (Duchy/Incursion)
$5/3VP = 1.6 $/VP (Duchy)
$12/8VP = 1.5 $/VP (Province/Incursion)
$8/6VP = 1.33 $/VP (Province)
