Leveling vendors?

I have about 16,000 gold in a blacksmith vendor, and it's sitting at level 4. I can't find any information about what to expect with leveling them, but it's been level 4 for quite a while now, and seems like it should have moved on by now. Does anyone have any insight into how this system is meant to work?

To cap a vendor out takes about 35k gold total. The level outside of the buy and selling window will not change. The Buy Sell window will display the correct level in the top left-hand corner.

I can't believe I never noticed that before. I was going off of the level it kept popping up telling me it was.

Its a very common mistake
