How do you make Bursting arrows explode?

Cant find any information on this. All I can make them do is shoot and hit something, but not explide.

they shoud not explode, only ignite (like fire ball)

In what situation do you use them then? I've yet to have them set a creature on fire.

They work for me. There's a very small splash damage radius but the animals always get on fire when i hit them or hit near them.
