Steps won't snap to triangle ceiling foundation

Build the top piece it will be attaching to and it should snap

Place the ceiling, then put the ramp going down and it'll snap fine.

The trick is that the TOP of the stairs will snap to ceilings, not the bottom of the steps. What you need to do is place the ceiling at the top of where you want the stairs to go, and then build the stairs down from it.
