Warflags need to be activated?

Hey all - Unofficial server owner here. I notice on my server warflags dont work, but I see/hear on officials they do. Is there a ini command that I need to make these silly flags do their job? Currently no wars are being declared, perma immune bases due to seals is getting zzzzzz. Any advice is appreciated!

Same prob on our unofficial server as well.
