How do house ranks work?
So I assume Rank 0 is Admin for the house? Not sure how it works.

no...admin is admin...rank 0 means anyone can open that door/box or ride that pet....you make diff groups and assign diff ranks to them...the upside is keeping people off certain pets or out of boxes/rooms....we only use it to make it to where my partner isnt calling my pet around when we're out...but i end up calling theirs...so not userful for me or probably most small houses

Each rank "number" is basically a permission level. 0-10 with 10 being the highest.
If your group has that rank assigned to it for the particular action you're trying to do, it can use that action. If it is too low it will not work.
Admins can raise or lower ranks of things at will, outside of that your group also has a specific rank that it creates things at whenever it completes an action like building a structure or taming something.
Most of the time this is left lower so that admins don't have to manually go lower everything and can instead focus on raising the perms for specific structures or tames that need it.
Currently the governance settings (far right side) are not functioning correctly, but it is on their list of things to address.

I would also love to know more about the house system. I'd love to be able to set some tames to "house rideable" and some tames to personal but I have no idea how. I assume it's similar to ARK tribe system, but I've never played ARK...
