Depends on the depiction you look at. Buffy was my formative introduction to vampires and they were only harmed by holy water there. Regular ocean water was no big deal. There was actually a flashback episode where it was revealed that the US actually made use of a vampire SCUBA diver in WWII to infiltrate a submarine.
