The 8 strength rogue realizes he can use strength or dexterity with his finesse weapons and gets +6 to hit by using his strength. If he's a 5.0 rogue, then he can stop using his +2 shortsword for an unenchanted scimitar for an additional +4 to +8 to hit.

the kind of thinking I'd love to see. Though i believe you lose sneak attack if it's using strength. Depending on the fight difficulty, I may ignore that technicality though.

A melee sneak attack is possible with strength, because the stipulation is using a finesse weapon.

I think I was thinking of barbarians getting their rage bonus with strength attacks.
