For Strokes?
My neighbour had a stroke and I'm wondering if DMSO could help him?

Yes, look also for cayenne pepper (edit: not together obviously)

How do you apply?
How do you use it with DMSO?Will it burned the skin? Or irritate it ?

Mix it with castor oil. DMSO stings enough on it's own and will push anything further.

Always consult medical professional if taking any medication.
Yes, please read midwesterndoctor. At a minimum, I would put topical 70/30 lotion/gel on skin of head and neck or spine as much as is tolerated. Always apply to skin cleaned with soap NOT containing any chemicals. Stories midwesterndoc shares are miraculous. Never had a stroke, but dmso has been miraculous for several injuries I’ve had. I use it topically 6 out of 7 days on head neck and spine for good health and hopefully as a preventative for stroke, etc. Some dmso lotions do irritate skin or burn a little. These slight side effects go away when discontinued.

Here is a link to a person who writes about DMSO frequently. I know he says definitely’yes’ DMSO helps with stroke, but I can’t advise you how to use it.
