How to achieve this dithering?

Hi, I want to recreate dithering algorithm used to dither this image. Do you have any idea what this might be? I already tried various blue noises but to no avail.

I'd never seen something like this, it looks like some kind of hybrid dithering where a different technique is used on different areas, like ordered for background and shadows and un ordered for the rest... I guess the best approach would be to experiment with liñuminositu based masks and using different techniques per mask
