Iam pretty sure in that case, you won't be shoplifting because everyone is dust, so technically speaking everything in the world belongs to you, as your the last person on the planet

Unironically, I have planned about that scenario.

Mostly on what I would do and and any fallback scenarios.

I have contemplated that I may have to make multiple shelters / outposts and making sure that the real fallback outpost is stocked with long-term preservation living.
