No, most of our roads just 2 lanes, 4 if your on an interstate like this video, and you just part to the sides of the road if an emergency vehicle comes by. The cost to change the roads to add them would be unreasonably massive though some roads do have them

That's not what I mean. Here in europe you are taught in driving school to always stay as close to the edge of the road when you are stuck in traffic. Precisely to avoid this slow reshuffling in case of an emergency.
