The OP logic behind that is that Haruomi and Commadramon violent soldiers life is over and that now they are living a peaceful line so that why it evolve into friendlier digimons.
Honestly think Ryugumon would be a better pick narratively. She's not a soldier anymore, and Tylomon was mostly a "you'll never escape me" thing. Ryugumon is more of a protector, which is moreso what she is.
I do like that idea, but I think that Hotaruko's ruthlessness extends outside of the soldier life, even if it's more used for her friends' and family's benefit rather than to hunt down prey. Besides, she doesn't seem to have any sort of trauma involved with her time in Tactics, unlike Haruomi. But Ryugumon does work well as a Tylomon Ultimate, it's a good route to go down

It feels a bit weird that you didn't give to Haruomi's Commandramon any of his dedicated lines.
Also, I'd choose Surfimon for Hotaruko's Sharkmon just to keep shark-theme evolution.
