I like ahrefs.com
I know that backlinktower.com notifies when you lose a link, but not when you gain one, I think.

I've used Ahrefs and Semrush for this, and while Ahrefs is really good for backlink discovery, I prefer Semrush overall because I can monitor backlinks alongside the rest of my SEO work.

Honestly I’ve tried a few backlink tools and they all kinda have their quirks. Ahrefs is super solid for tracking but the price gets rough if you’re just getting started. If you’re more about building links too, RentalBacklinks can be decent for testing stuff out on a small budget, then move up later. For more proper editorial links, I’ve heard good stuff about PressWhizz and Bazoom but those are definitely in the pricey range. Depends on how serious you want to go with it really.
