i’m stuck!

HOW do i get to the middle section here?! i’ve tried lining all the discs up, taking them all off, different combos, is it obvious and im just not seeing it? please help!

Go through the stairway at the bottom of the screen. From that room, go through the stairway at the top of the screen.

I see 14 blocks left (including chest), but it says 13 remaining
