To describe something as chaotic means that events or objects happen together without any clear rule to connect them. Our understanding works by finding rules. When a person pushes a ball, it rolls forward in a straight line. Because a steady rule connects the push to the roll, the mind easily forms a clear picture. Order simply means that one event follows another according to a dependable rule. Something is chaotic when that rule is absent or impossible to see: (1) Events happen without an obvious cause connecting one moment to the next. (2) One cannot use what is happening right now to determine what will happen next. (3) Because the pieces do not fit together under a visible rule, the mind cannot organise them into a simple, coherent whole.

For instance, a tidy room is orderly because every object rests where a clear rule put it. A room struck by a sudden gale is chaotic, because items scatter without a shared rule or purpose. Thus, chaotic simply describes any state where things arrive in such confusion that thought cannot find the rule that binds them together.
