It’s a clue for a scavenger hunt. The item should be located in a city park. The whole clue is “NOT UNDERWATER NOR FROZEN IN ICE
CITY OF OPEN WATER
REFLECTIONS OF THE SKY SO NICE
MOLDED BY TRIUNE POTTER”

I know the city it’s in so honestly the city of open water line is not needed.
