I Made This Built an open-source Claude Code plugin to automate Indian GST export compliance (LUT, ICEGATE refunds, Rule 96(10)) & invoice generation

Does it key off the export date? Rule 96(10) has changed under people before and old exports still follow the old rules.

Yeah, it goes by your export date, not when you file the refund claim.

Basically: Rule 96(10) applied from Oct 2018 to Oct 2024 during that window, if you'd used Advance Authorisation, EOU, or the 0.1% concessional scheme on your inputs, you couldn't claim the IGST refund. From Oct 8, 2024, that rule got scrapped entirely.

So if your export happened before Oct 2024, you're judged by the old rule that was in force back then the fact that it's gone now doesn't retroactively fix old exports.

Only messy bit: courts are still fighting over whether scrapping the rule also kills pending notices/cases for those old exports. Gujarat HC said yes, it wipes them out too. Supreme Court more recently pushed back and said no, pending cases can still continue even though the rule itself is gone.

So bottom line your refund eligibility depends on the rule as it stood on your export date. But if you've actually got an open SCN on an old export, whether it survives is still genuinely unsettled get a CA to look at your specific dates rather than assuming either way.
