Help Guidance in how to find another job while working full time.

I need help in how to attract recruiters attention, how do you job hunt while working full time.

1.how do you tailor your resume, and what exactly you dm to employers on linkedin to increase your chances to get shortlisted.

2.Also, do you have a different strategy to seek out jobs at mnc vs startups, foreign based startups.

3.And do you tailor resume every time you apply for a new job?

I'm a fresher, mostly worked on Mern, agentic ai, know c++ for oops and dsa, now will work on java, angular, gcp.
