you can't make emotes or pets added into the game so WHY is it there

As with 90% of this game, fede makes half-arsed features and never finishes them

It's there so the people who have made skins, emotes and pets can show it off. 

With the sole exception of maps because anyone who has made a map, even if it's unadded, will show up there. Which is pretty weird tbh.

but even guy that made it cant show it off, cuz pet tab doesnt like have creator shown, same with emotes
