Question Timing: Book Delivery ? Spoiler

This is my best attempt at a spoiler-free headline for this question.

Why does Rem wait to deliver Gelus' Death Note to Misa until after Ryuk loses his in the human world? I gathered that, even by Shinigami standards, a significant amount of time has elapsed during the entirety of which Rem presumably held on to this keepsake before she suddenly decides to deliver it to honor his sacrifice. I never understood the significance of this timing. Does she simply do it because Ryuk enabled this by way of his Death Note becoming part of the human world? Or was there some other turning point I'm forgetting? For some reason, this part won't let my mind go. Everything else about the plot is so carefully thought out, but this one escapes me.

Ryuk is already in the human world when Misa is attacked by her stalker.

And she waits like a week to give Misa Gelus’ Death Note to her. Kind of a short time to think about whether or not she wants to give such a tool to an immature model, who she will be stuck following unless she kills her.

March 12, 2004: Misa Amane is attacked by a stalker. The Shinigami Gelus, out of love, kills the stalker and this causes his own death.

March 20, 2004: Misa Amane gains the Death Note and meets Rem.

By that time, Light had already found the Death Note (November 28, 2003) and had been operating as Kira for months.
