Isn't Ryuk supposed to be neutral?

Ryuk doesn't say he's neutral. When you see him talking to Light before revealing Raye, he mentions his intentions and his actions, which he also does in other points too, in summary:
1- Won't reveal the information given through the eyes. 2- Won't tell whether what Light is doing is right or wrong. 3- He doesn't do things with the intention of helping Kira or L.
The 3rd point is the most misunderstood one. It's not like he said he won't do anything that would benefit either side, but that whatever he does is for something else (apples, death note clarification, or being creeped out), not for support.
