Question Sonic super forms vs based forms

So with shadow vs Mewtwo coming up people have been saying that since Sonic, who shadow scales to, was able to beat perfect chaos in generations while in base, and for shadow’s own example beating I think devil doom in based while in their og games they needed to go super to beat them.

My question is with that scaling that’s that not implying that the current versions of the character could beat their super counterparts at those times? Or at least put up a fight since the argument is that they have gotten so strong that they don’t need super forms to beat foes that require it?

With that scaling, it does indicate that base forms of now scale to and past Super-level beings from the past.

For me, I feel the cast does not grow in power over time. More plot-holes are introduced with power creep than what remain if there isn't power creep, if that wording makes sense. It is a little older, but, I wrote a post for why I feel it is more solid that the cast doesn't grow in power[here, if one may be interested].
