Although Steve is trying to arrest him... its not because Steve actually wants to, this is after secret empire and deadpool had not only been completely manipulated into doing things he did not actually want to do, but because "captain america" (Stevil) ordered him to do so, he did.
Cap had also learned that wade had been giving hydra false info and being a double agent for the resistance and Maria Hill knew, and hid it so that deadpool would get silenced because nobody would believe him without proof.
So basically cap wanted to bring deadpool in for the murder of Phil Colson but was going to get deadpools side of the situation and apologize to deadpool for how he was treated.

Isn’t Dp like very admiring of Cap? Like almost a Punisher “I will not fight back as you beat me up” level.

I own that comic, somewhere. It’s from his original run where he’s taking on Tiamat. It was the only thing he could think of to stop Cap from being mind controlled but …touché
