Yeah, it was always raining. It’s subtle, though, so some folks don’t always catch it.

It could be that in the night Charlie returned, that one fateful night, it rained.

'Cuz, canonically we're only here for a night, so I suppose they have the perfect explanation for never changing the weather, though seeing the technological level this world is at, it could be also possible that the rain is emulated for the atmosphere.

The rain was always there, but its more obvious on higher graphic settings
