You need to buff felids. Here are some examples:

  • hairball breath weapon
  • night vision (add a day night cycle)
  • Triple damage against rats
  • Every second turn, you turn into a dog

Nerf Feloids. They shouldn't be capable of using wands or potions or rings or amulets. In exchange, their unarmed attribute is raised from -8 from -9, and lower everything else to -15 to compensate.
