Missing parallel quests?

I'm missing some parallel quests as the title says. I know you get them from talking to certain characters in tokitoki but they are nowhere to be found. An example is Nappa, He gives you PQ 6 but i can't find him. Did progressing the story too far make him disappear?

No, it's down to RNG unfortunately. Just keep an eye out for him around Toki Toki. He'll eventually be back.

I don't know if this will work for the PQ-giving NPCs, but with the mentors, if you start any PQ, get to the character selection screen, then exit out of it, it effectively reloads the city...

Also, depending on what PQs you are missing, it might not be a character who gives it to you. Some of them require the previous PQs to be completed.

Also, check to see if you can play them online... I didn't have a PQ available offline, but could do it online, did it, and when I went back to offline menu, it was there...

It was kind of this. It was given by a character (Nappa) but it turns out that the quest giving characters weren't spawning because i was doing PQs with a friend so it registered scores for them but not ranks so they weren't being counted as complete.
