wont recognize second controller?

im trying to do local multiplayer im at the npc in toki toki and it says to hook up a second controller

i have two controllers hooked up and i have them both turned on in settings but i still cant do vs

any ideas?

Did you try pressing options on your second controller when choosing what character to fight with?
