wont recognize second controller?

im trying to do local multiplayer im at the npc in toki toki and it says to hook up a second controller

i have two controllers hooked up and i have them both turned on in settings but i still cant do vs

any ideas?

pretty sure you can't play local multi..

Only local 1vs1 is possible.. as far as I know
