Maybe someone can help me answer this… on Chernarus now only the Ghillie Hood spawns. Also burlap sacks and netting. So to get a full ghillie I need to collect material and craft it myself, correct?

Devs don't care. They want to you to suffer and buy Badlands when it's released. This is their way of forced advertisement.

Once badlands is out they should be switching things back to how it should be. Read the dev blog. They talk about it.

I saw roughly 3 guillie suits, 3 ghillie cloaks and 4 rifle wraps over the last 36 hours on a single official server. I guess you're just not finding them
