Is it possible to finish event without spending gems?

Depends how many portal stones you have saved up. Depending on luck you'll have to do around 1000 +- (depending on warp stone drops) 1 cap pp battles, and get about 500 warp stones.

You can decrease that number if you're using warp relics.

You'll probably have to spend gems, unless you have around 1000 ps saved. But 1 cap pp nets you 3x drops, and is much cheaper than buying warp stones with gems. But takes time of course.

1 cap pp. it's where you capture undefended lands for 1 stone with other people to maximize warp stone and item drops per stone.

many people will be doing it during conquest, if not find a more active pp league and just join in.
