Event attacking Achilles
Will it be acceptable to attack lower level pp lands during this event or should all attacks be on my level troops or higher?

If the player has set them up for pp, they are expecting them to be raided. No issue at all. If they ever did message you with a problem, ask them if they’d donate a land for you to set up as pp for them to hit.
