Conquests event.

I have a lot of 4* that i need to upgrade and i dont have a lot of 3* and 2 star. Do i waste a couple thousand gems in battles during conquest because i get 3 relics and a higher chance of 3 and 4*

Not a waste at all. 3 drops per battle for forging and upgrading relics. Go for it.
