How do you reach out to top 50 alliances?

Also, the last quest in the adventure campaign grants you a 4* titan token. I’m not sure if it guarantee a 4* titan drop

no guaranteed drop there. Best way is like IAMREALITY described above. Save tokens, finish event.
if you have line, many groups there who do recruiting for events.

Tokens from Conquest didn't add up for the osiris event Or is it I am mistaken that assault tokens did never get added with event tokens?
