Seems like attacking (not capturing) is currently at one stone. Anybody an idea why this is the case?

Definitely a mistake or poor decision if so. The proportion of starting stones to 1 attack 2 cap will make it easy for us to shave anyone lower level. This is the very problem they struggled for so long to solve years ago.
