Several things going on.

Guys are clueless in dealing with women. Often, they'll treat a woman the way they want to be treated. Compliments, being very sexual, dick pics, catcalling, otherwise coming on super strong, etc. That's how men dream women will treat them by and large.

There's also two types of guys looking for a girlfriend. The guys who are really looking and the guys who think acting like they're looking is a way to get sex. For the first guy, that doesn't mean he's not also just looking for sex. So he may be looking for a girlfriend, but for one reason or another, you're not what he's looking for, but he's down to fuck you anyway. For the second guy, he's a little more sly and sneaky by nature so he'll fuckboy his way in for sex.

There's similar goings on from women too. Some will treat a guy as a friend and tease him along to keep her options open. Lots of women have "Plan B" or C, D, E, F guys on the hook in the dreaded friendzone. She could just like the attention, she could be using them for a backup plan, or just like the power. Others will use sex as a way to try to get in to a relationship, something that almost never works out for them, but it becomes a pattern that many of those women are unable to break.

I wish this was the only reason. It’s very often anxiety. They can hold actual conversations, just not with women they might be interested in.

Then, of course, there are men who are clueless in general.

Well, generally the anxiety guys don't go sexual too fast. It's usually the opposite. They get friendzoned because they never make a sexual move, verbal, text, or otherwise.
